If it's what I think, that's a DOS emulator (it's now EMU][), though, it will run under DOSEMU with sound disabled.
I think people saw the C source and were like "OMG, C! It must run on *x", though, it only runs on DOS (except for an experimental Windows version), though in emulation, they run fine.
