The order is (usually) defined by the OS you're running when you make
the image.
ADT creates disks in DOS order because it reads the disk as sectors.
ShrinkIt uses ProDOS order because it reads the disks as ProDOS blocks.
If you had a CP/M disk imaging program, it would most likely create disks
in CP/M block order.
The exception to all this is Copy ][+ v7.x, which creates images in
"physical" sector order.
2MG files have a sector-order flag that tells you if an image is in
DOS or ProDOS, which is helpful when people give disk images filenames
that end in ".dsk" (which usually means DOS order for 5.25" images and
ProDOS order for 3.5" images).
