You can boot from any slot from 1 to 7 but slot 3 should be avoided as it's traditionally used for video. If you don't have a hard drive then slot 7 may be the best choice as Apple IIs start looking for bootable devices in slot 7 before checking the lower slots. On a IIgs you can specify your boot slot.
