No, what you're saying is that the information has been lost.

The bit in Kilobaud, and I am too lazy to dig it out, came about because
someone thought there was a serious problem.  I was vague in my first post
because I don't recall details.  But then it turned out to be a simple
fix, and undoubtedly everyone who designed a board for the Apple II
used a similar solution maybe coming right from that initial source.
I never saw it mentioned as a problem after that, though I'd suspect
there might have been a construction article or two that did mention
a need for the delay, without treating it like the "big problem" it had
been seen at first.
