The //c is spec'd to run off a 12v battery, so that shouldn't be a
problem.
The behavior you describe is completely consistent with a dirty,
off-speed, or otherwise malfunctioning disk drive.
If you can reset into Applesoft and write a simple BASIC program,
then I'd consider the computer to be fundamentally functional.
The disk drive, not so much...
