Use Nero on the PC to import a disk image created with Apple's Disk
Copy running on a Mac.  The Disk Copy image should be renamed with an
.nrg extension and will import into Nero as a foreign disk format.
I've burned a number of HFS CDs this way using my PC's burner.

Not sure about burning ProDOS CDs though.
