In OS9 I'd say Bernie ][ The Rescue is definitely the best bet... The
latest version has modem support and allows sharing volumes so you can
download SHK etc to a shared RAM disk instead of messing around with
disk images.
Catakig (for classic) is also a decent emulator, though I found it's
proprietory disk image format to be a bit of a pain. The OSX version
wasn't as stable when I tried it out, but that was at least a year ago,
so it's likely been debugged a bit by now.
