It occurred to me after posting that there may be another issue with
the IIgs, as there is with the later (Platinum) //e's.

Apple took a very brute-force approach to meeting EMI requirements
on these machines, and put a large-value capacitor across the 
pushbutton inputs.  This effectively prevents high speed communication
until the capacitors are removed.

I always found the capacitors a very uncivilized solution to a practical
non-problem, and it is incompatible with many game-port add-ons that
worked well with earlier Apple II's.
