I know this may sound like a silly question but your card does have a little
flying lead down to the motherboard ? Basically one of the RAM chips is
removed and placed on the language card, the lead brings up the signals for
the RAM timing meaning less hardware on the language card. I'd try removing
the language card and replacing the missing RAM chip, to see if it works
better.
(Occasionally you see Apple ][ systems on ebay still missing the RAM chip,
sold as broken)
I'm sure somewhere you can find a RAM tester.
