First, I was smart enough to check the batteries

Anyway, I can set the time and it holds it, but it
does not run. The time is not incrementing, but it
will hold the time that I set it at. Very strange
that it does that much. Is there a program I need
to run that starts it running? I'd assume that it
would just go, but it doesn't. I've had just about
enough of buying junk and I may not buy anything
else unless the people promise me that it works
and offers to take it back if it doesn't. I know
this is one of the pitfalls of vintage computing,

that they know doesn't work.

It should start keeping time the instant the batteries go in it.
It'd be the wrong time until you set it but it should be running.

The EPROM is the only socketed part, you could try replacing that
in case bit rot has wiped part of it.
