FWIW, there is no way that any state of the ROM can
prevent the clock from running.

If you can set the clock, and read the clock, and then
read it again and it hasn't changed appropriately, then
there are only two possibilities:  1) the oscillator isn't
running, or 2) the clock chip counter is bad.
