Yes, at least theoretically.

Yes and no. All you'd have to do is exchange the 14 MHz oscillator 
circuit with a faster oscillator. All other clocks are derived from 
that, and everything should run faster.

And that's the problem: That 'everything' includes the video signal, so 
your monitor probably won't show anything sensible, and might be 
damaged. 

However, you might be lucky with a multisync monitor like the NEC 3D 
which can sync all the way from 15 to 30 kHz.
