The Apple II and II+ could be recreated for a reasonable amount,
since they used only standard IC's and full schematics were
published.  So you'd just create a copy of the motherboard PCB and
then just connect everything there.
 
The Appe IIe is a different animal though: here Apple used some
custom IC's for the first time.  So in order to successfully recreate
the Apple IIe, these custom IC's would have to be reverse engineered
and then recreated, either as new custom IC's or perhaps using
several standard IC's.
 
The contents of the Apple II ROM images is no problem at all, since
it's been well-known for decades and there are numerous Apple II ROM
images available on the web.
