This is opinion only as a IIgs ROM03 user.
I would have to say that if you are going
to use the IIgs back and forth between the
8 and 16 bit modes then a ROM01 is your best
bet. I use mine for 16 bit operation only,
so for me the ROM03 is my choice. Also, the
ROM01 is much easier and cheaper to obtain.
With a 4+MB ram card, either one will do, but
if all you have is a 1MB card then that extra
1MB of onboard ram on the ROM03 comes in handy.
The ROM03 is a bit more versatile in the slots,
in that you can use slot 4 for an adapter card
while still having the capability of built-in
mouse. Also slot 1, IIRC, can be used for a card
while still having AppleTalk capability. However,
as I stated previously, the ROM01 will give you
better 8/16 bit switchability.
