I'm using a dynamic address; maybe the DNS has problems finding the right
address.  

At present, the file should be accessible at:

http://138.88.249.28:80/mqp14-14-1990.pdf

Of course, that address will change at the whim of my ISP (Verizon).  Is
anyone else having trouble accessing the document?
