One-on-one on IIgs

Since I found the game Julius Irving/Larry Byrd One-On-One so fun on the
C64, I downloaded the Apple II version off of asimov. Only problem is that
the game doesn't want to run on my ROM1 IIgs. The game appears to load, but
hangs with just the scoreboard and shot clock on the screen. Setting the
system speed to normal doesn't help. This also happens in the Active GS
emulator. However, the game runs fine on my Laser 128. Is this a problem
with the hack maybe? Or is this just one Apple II program that will not work
on a IIgs?
