It's a cash grab, just the same as charging outrageously-inflated shipping
and/or "handling" fees. I've shipped stuff out of the country before, and
the only extra paperwork is a little green form where you list what's inside
and what it's worth. It's a bit of a problem when you're shipping Christmas
presents to relatives stationed overseas (you can't just handwave it away by
writing in "gifts"), but otherwise it's not a big deal.
