Yes.  I would have preferred using a storage type that prevented reading
the file data directly.  It's possible that the Pascal volume storage
type ($04) worked this way, but I've never tried one.

What you want is the ability to delete it without being able to copy it.
Avoids the need for disk fixers, avoids the risk of a disk fixer trashing
the partition, and avoids customer complaints when a file copy or disk
defragmenter screws it up.
