FWIW, I have a print server at work running on a 486DX2-66.  I had Lynx pull
up a couple of my sites and a few others (Microsoft, eBay, Slashdot).  It
ran about as fast as it does on newer hardware.  (The intelligibility of the
average modern website in Lynx is a separate matter...but if you try
something like my personal website or beerandloafing.org (a site I
maintain), you'll find it's relatively easy to get around in it with Lynx.)
