Woz designed the Disk II hardware but did he write DOS
or just RWTS? See http://apple2history.org/history/ah14.html

DOS 3.x uses track 17 for the catalog to keep
it in the middle of the disk so less seeking is needed.
ProDOS was designed to work on disks of various sizes
so this sort of optimization could not be done so the catalog
was put in block 2 where it could be found on any sized
volume.
