Not so. If you only have a 6502 and 64k RAM then the latest version of
ProDOS you can run is v1.9.

ProDOS 2.0.3 will run on any Apple II with a 65C02 and 64k RAM. I
replaced the 6502 on my II+ with an R65C02 and now it's hard drive
boots into ProDOS 2.0.3
