New programs and programing for the IIgs

Hi,
 I do not if this is even possible or even if we can find any one to
do it. It seems quite a few of our jobs are going over seas to be done
on what they say is 10 cents on the dollar. Most everyone is busy over
here, my self included. Why not have them write programs for the IIgs.
Anything that would come out of this would be public domain.
 I read a few articles a few months back about free lance programmers
in India. I do not know if any would want to do it for real money. I
do not know which programming language that they should use?

I do not know which programs we should go for first.
