The download problem usually happens due to improper downloading.
Generally speaking, you should have the browser use it's save as
function, usually by right clicking. What you need is simply a binary
download method and some web-servers/browsers get confused with Apple
II file extensions. Straight transfers should work fine though.
You could test them with an emulator or the nulib utilities.
