The potentiometer inside the controller has gotten noisy. It might be
possible to clean it (with something like the TV-tuner cleaner Radio
Shack
used to sell), but if that doesn't work, you'll need to replace it
(should
be just a few minutes and a couple of dollars).

What he said. This is a common problem with Atari 2600 paddle
controllers.
