I ended up stealing a copy of the System 7.5.x PC Exchange extension from
a computer at work (*whistles innocently*) and putting that on my System
7.1 IIci, and now it mounts MS-DOS and ProDOS 3.5" floppies seamlessly.
This is another reason I think 7.1 rocks over 7.5.x: not only is it smaller,
faster and more stable, it also runs all the 7.5.x control panels (despite
them griping at you that this is not 7.5.x -- they work just fine).
