Yes it can. The IIe Keybaord is s simple matrix of key switches. 'All you'd have to do is' wire your organ key switches in parallel with the keyboard key switches... How you'd do that is up to you, but I'd suggest you look at the schematic of the IIe keyboard and figure out a similar circuit to wire your organ keyboard to.
You may want to simply use an old keyboard circuit from a IIe or two plus and wire up your organ. Then plug that into a Rom1 IIgs with the keyboard connector on it... Then you could use the organ keyboard with the IIgs sound. :)
