I think a Mac with a superdrive (non-USB 3.5" floppy) could format an Apple
II ProDOS disk and transfer files or a disk image to it.  If you literally
want to create the A2 disks from a PC floppy you could do that on the Mac,
or else you could network the Mac to the PC and copy the files.
