It is because your definition of what a program is and what a document is
screwed up. It has nothing to do with mundane. It has to do with what the
task is. A program is more then a document. A document could be
manipulated in ML like a program but often boy, you get wild results.
Since the document was not likely made in a ruly manner. Program must
follow a set of rules called syntax structure to start with. This
structure is what defines it as a computer language then what defines it
as a programming language is that it is a computer language that is
structured to instruct the CPU to perform specified task and more. It
must be able to create new programs. It must be able to control and
manipulate data. HTML doesn't allow you to fetch and store data. Another
component of a "programming language" (short for "computer programming
language" on contrary to simply a computer language. A good programming
language needs to have the ability to compare data with a comparitive.
This is called building Logic.
