Here it is in short. HTML is a set of tag for a HTML coder for creating 
web-documents as a programming language is for creating programs. HTML is 
a computer language for hypertext documents. Programming language is for 
creating software aka "programs". The short definition: A program is a 
formulated set of intructions designed to instruct a computer to do a 
specified task.

The longer and more accurate definition is very definitive and will take 
alot of time to write. A web browser is a program. A word processor is a 
program. Image viewers is a program. Small games maybe programs depending 
if written in a programming language and often is. A person may be 
creative in the sequence of an HTML page to give the look and feel of the 
Tic-Tac-Toe game but it. A program is also a wide category and a 
programming language must be able to support a wide category of different 
types of programs. A programming language would have the basic features 
of handling data such as variable which is definitive features that makes 
up a programming language and is often a key component that makes some 
programs actually work. An accounting program requires user inputted  
data and being able to calculate and process the data. A programming 
language would need to have the features of data processing.
