Because the guys doing the promoting tend to promote the
bull-throwers.  It's a lot easier to impress someone with your
competence than to be competent.

The truly competent guy who's also good at bragging is gonna win
out most of the time but next will be the bull-thrower and last the
more timid competent guy.

For a number of years I worked for one of the best bull-artists
I've ever seen.  And, even though he had no background in
computing, he was sharp and learned really fast and had a great
imagination.  The problem was he also believed the crap-artists and
that's who he promoted and it's what eventually got him replaced by
a management type who wasn't half as smart.
