That makes a lot of sense.  I was trying to think of what the sockets were
for, and thinking maybe something had been taken off the board, leaving empty
sockets,  I think also, the original poster's comment about maybe it
being a joystick controller distracted me.

If it's just a general purpose I/O board, there would of course need
to be some sort of connector or connectors to get the signals in and
off the boards.  DIP sockets are cheap, though I think I'd use something
else.  Of course, the board might have come with ribbon cables that
plug into the DIP sockets and end in something more sturdy.
