Ouch.  It's unfortunate that the card can't lock onto the Apple vertical
sync.

You might want to try changing the video level a bit with an external
buffer amplifier (a "video clarifier" box might do the job).  This could
also bump up the percentage of the composite signal devoted to
composite sync, which might do the job.

If fixing levels isn't enough, then you may need to "stretch" the
vertical sync pulses a bit.  An external "clarifier" may also do this
if it is sufficiently fancy.  ;-)  You may also wish to try piping the
Apple composite signal through the VCR, since it may standardize
the sync levels (if not the pulse durations).
