Bill,
You have no way of knowing whether the bid was manual or automated. A
person with a fast connection can do a manual snipe at 2 seconds with
no problem. Even someone with a dialup can hit the 10-second mark. I
aim for 6-8 seconds, because I don't like to show off.
As for your statement that sniping is against Ebay policy, that's
complete nonsense. Ebay has no policy regarding sniping; they simply
acknowledge that ~any~ bid placed within the running time of the
auction is a legal bid.
