I have acquired several 16KB (Language Card or clones) cards, and
every one of them has the "extra" 4116 chip installed. Obviously, the
folks removing them don't realize that the cable plugs in where a chip
was removed from the main board and moved to the card. This chip
on the card is still _logically_ plugged into its main board position.
A similar (but less frequent ;-( ) issue is "extra" 65816 chips on ZipGS
cards. Of course, in this case it really _is_ extra, since it is just stored
on the accelerator card and is not used.
