Sometimes a bright horizontal line indicates a drop into the service
connection.
Is there a switch on those that puts it into service mode? Although this is
quite
possible, the diagonal lines tells a different story. It could also be
possible that
the board that plugs onto the CRT could have tilted and not be connecting
fully.

They should be able to fix it, I agree, but would they? A lot of service
reps won't touch really old monitors and TVs. It might just cost more
than it's worth.
