I'm not sure what you mean by the status of GS/OS but it is still
classified as Apple System Software as far as I know. This means that
you still need to have a licence to legally distribute GS/OS.
However, to set up a hard drive image of GS/OS on your emulator, you
can create a blank hard drive 2IMG file using one of a number of
utilities then mount it and the GS/OS install disks (which you might
need to convert from SDK files into 2IMG files), and then run the
installer from the GS/OS Install disk just like you would on a real
Apple IIgs.
