'Standardization' is a primarily a documentation thing. If someone
produces the documentation and pays the price to have it examined for
being in the correct format then ECMA will rubber stamp it as
'standard'. It is not something that ECMA seeked out to do, it is
simply that MS paid for process.
Of course this doesn't mean that MS will pay any more attention to the
'standard' than they do to any other, it is just a 'tick in the box'
to be used as a cudgel against Java.
