Yes, you can use a cable to transfer files from your PC to the IIgs. There
is a utility called ADT to do this. Read about it in the faq, which you can
find here:

You should try to pick up an 800K floppy or better yet two of them. You will
be very limited without them.

The Performa 5300cd won't work- the floppy drive is not compatible with
ProDos 800K disks.
An older Mac with a SuperDrive floppy will work. The LC's, IIsi, Classic,
Classic II, Color Classic and many other models from the early 90's will
work. You'll need an 800K floppy drive for your IIgs, but once you have it
you can download the GS/OS disk images from the Apple archives. They can be
transferred to 800K floppies using one of those Macs mentioned above.

The old battery will drain the new one. You need to clip the wires from the
old battery (as close to the old battery body as you can get, so the wires
are as long as possible.)
Twisting the cut wires to the new battery will probably work, use
needle-nose pliers so the make good contact.

Those will work. You can't run GS/OS until you get an 800K drive anyway.
