I can't see that you're doing anything wrong but there is a problem
there. If you're running GS/OS, then when you insert a disk into the floppy drive one of two things should happen. Either the disk should be
mounted on the desktop or if GS/OS doesn't recognize the format you
should get the message asking if you want to initialize it or eject it.

I'd tend to be suspicious about that floppy drive
