MacIP lets you do TCP/IP over LocalTalk. (LocalTalk is the
physical/electrical connection method, while AppleTalk is the protocol layer
that lets you move files, etc. LocalTalk:Ethernet::AppleTalk:SMB.) One
device (could be a GatorBox, could be a suitably-equipped Mac) with
LocalTalk on one end and IP connectivity on the other (Ethernet, PPP, or
whatever) can provide MacIP service to the machines on the LocalTalk
network, acting as a bridge/router.
