The TMS5220 that's visible in the second image is a speech-synthesizer chip. 
It was used in a number of early speech-synthesis products, such as the
Speak 'n Spell and the speech synthesizer for the TI-99/4A.  This would
indicate that it's some sort of speech synthesizer card.  Hopefully the
disks and manual shown in the third image would have software to control the
card and programming info so you could write your own software for it.
