Or simply ROM by most of us... 8-)

Probably because BIOS is "Built-In Operating System" and on PCs includes
such things as PRAM data and OS boot code.  IIRC, the "boot code" in the
Apple ][ ROM consists of presetting some vectors, and in the Autostart
ROM, looking for a slot device with some useful boot code on it.  Beyond
that, the boot routine is actually on the peripheral card ROM (therefore
by definition NOT "built-in").
