This pattern is similar on all II computers when the CPU is not functioning or is absent. (Go ahead, pull the CPU from an Apple II and turn it on, you'll see the same thing.)

I too would suggest that you 'reseat' all the socketed chips and clean their legs with a rubber eraser. (Beware of static electricity and prevent damage to the chips with standard precautions.)

If you can't find a CPU chip in Australia, I can ship one from Nebraska USA.
