I couldn't find the docs on the net but they are in the old GEnie
archives. The easiest way to get them is by purchasing the
Time-in-a-bottle CD from Syndicomm:

It is $50 USD.
Syndicomm may have the archives online for their members (I don't know).
I've seen Eric Shepherd, Gary Utter and some others post articles here
recently so maybe they could elaborate.
