For the most part, PDSOF took a collection of public domain software,
combined them onto disk with themes (Education, Games, etc) and then
added a menu program. 

Please remember that PDSOF was active at a time when 5.25" disks were
the norm, and DOS 3.3 ruled supreme. If I remember correctly, they were
gone by about 1990.

Since then, CD-ROMs took over as a means of distributing massive amounts
of software...after all...one CD-ROM can contain thousands of programs
on them vs 5 or 6 programs on a 5.25" PDSOF diskette.

Take a look at http://users.foxvalley.net/~joko and check out both Golden
Orchard and TABBS; each is filled with 650 megabytes of software, with
probably 95% of all the software being much, much newer than what used
to be available from PDSOF.
