It depends :-).
a) 12 in root directory for /RAM on 128K //e //c or //gs
b) 51 in root directory for all other standard ProDOS volumes
c) limited only by disk space for sub-directories
The first two are limited by 1 and 4 block fixed length directories
and can be worked around if you hack a disk sufficiently (or write your
own disk formatter) but many programs will be confused by larger root
directories.
