Use the Apple II Disk Manager that comes with the Apple II Oasis emulator.
You'll have to doa file-->new-->disk image to create a .DSK image first.
Load your emulator and assign this image to a drive, then use an Apple
program from within the emulator to "format" or "initialize" the disk image.
