I've noticed that too (just as a reader, though, that the site
hasn't really been updated). I seem to recall him saying he answers all email, and if that's literally true he'll probably be tracking down AppleII parts wholesalers in Sampang, Cambodia for every person that asks.

At the same time, at least we get this treat on the front page:

"A Reader Asks:
Hi Woz. First, thanks for inventing the PC industry."

Ummm... you're welcome. :-)

Based upon the only time I've seen Woz speak, and seeing how he
interacts with people, I think he errs on the side of being
too open and helpful rather than less, and if he says he can't
handle any more email, he probably just doesn't want to disappoint
you and doesn't have time.
