No they didn't.

Certain parts of the IIgs toolbox and applications might be ported from
the Mac, but the majority of it was written from scratch, borrowing
ideas and some pieces of code.  There are quite a few differences in the
APIs and data structures between the Mac and IIgs toolbox, including
several features which are unique to either platform.  (The "TaskMaster"
event handling code in the IIgs is the best example - the Mac has no
equivalent.)

The Mac toolbox was originally written in 68000 assembly language, and I
expect that much of the IIgs toolbox was written in 65816 assembly
language.

The IIgs operating system (ProDOS-16 or GS/OS) is completely different
from the Mac equivalent (File Manager).
