Not many of us know much or anything about Macintosh here, as this is
a user group for the Apple II series which preceded it.

But I will try to answer for you:

What e-mail client you use on MacOS 9 could be the reason - you may
need to find a Mac version of Outlook or Outlook Express.  (I would
personally use Netscape's e-mail client instead of Outlook; Outlook is
notoriously prone to e-attachment viruses.)
